How to renew your LTO Driver’s License: 2023 Guide

As of October 2021, the Land Transportation Office (LTO) has been implementing Republic Act (RA) 10930 which issues driver’s licenses with up to ten (10) years of validity. It also requires LTO to implement mandatory examinations for new drivers and those renewing expired licenses. 

All those who plan to renew their driver’s licenses must pass the mandatory Comprehensive Driver’s Education (CDE) course, which includes an examination. 

How can I avail myself of the 10-year license validity?

Drivers are eligible to apply for the ten-year validity if they don’t have any demerits or violations on record. Otherwise, they can only apply for a 5-year driver’s license validity.

  3. Comprehensive Driver’s Education (CDE) examination certificate

Step-by-step guide on renewing your driver’s license

Step 1: Create your LTMS Portal Account

Visit portal.lto.gov.ph and click REGISTER NOW to create your account. Just complete all the required details to proceed.

Step 2: Review the Driver’s License Renewal Course

At the top menu, click E-LEARNING > Driver’s License Renewal Course. You may review the course at your own pace.

Step 3: Take the CDE Online Validation Exam

Take the online exam by clicking E-LEARNING > CDE Online Validation Exam. There are a total of 25 questions and you will need at least 13 correct answers to pass. There is no time limit to complete the exam.

Once you’ve passed the exam, you will receive a PDF copy of your certificate. Print at least one (1) copy and bring it with you to your preferred LTO branch.

Step 4: Secure a Medical Certificate
Before LTO can process your driver’s license renewal application, you will need to present a valid Medical Certificate. You may ask any personnel from LTO for a list of their accredited clinics. At LTO The Link branch, their accredited clinic is just right beside it.

At the clinic, complete the form provided and wait your turn. They will record your weight, height, and blood pressure and conduct a vision test. If you normally wear glasses, make sure you wear them during the vision test.

This certificate will cost you around PhP 400 to PhP 450. Upon payment, you will be issued your Medical Certificate.

Step 5: Go to LTO

Go to your LTO branch with your original driver’s license card and receipt, CDE Exam, and Medical Certificate. You may view the list of LTO branches here: https://lto.gov.ph/lto-directory.html

I went to LTO The Link Branch located right across Landmark Makati City. There was no line at 7:00 a.m., so make sure to drop by as soon as they open.

Line up and submit all your documents. You will be asked to log in to your LTMS Portal Account on the computers provided and confirm your license information displayed. This is your only chance to edit your information if there are any changes to be made.

Step 6: Payment

Once you have verified that all your information is correct, you may proceed to the cashier to pay for all applicable fees. The renewal fee is around PhP 585. If you have any penalty fees such as late renewal, you will need to pay for those as well.

Step 7: Biometrics and Picture Taking

You will be asked to register your fingerprints, take your picture using their provided camera, and update your signature.

Step 8: License releasing

Once it’s ready, you will be called by name and be issued your renewed Driver’s License Card with Official Receipt. You are required to sign their release log prior to its release.

If you have no recorded violations, you will get a license with a 10-year validity. Otherwise, it will have a 5-year validity only.

Important Note: You are required to undergo a Medical Exam in an LTO accredited Clinic on the 4th and 7th year of your 10-year license validity.
